Gentilly Terrace & Gardens Improvement Association

General Membership Meeting:  December 13, 2006

Meeting convened at 6:40 pm.

Approximately 30 people present.

Norm Whitley introduced association leaders present and reminded members that meetings from the meetings are available on the webpage at www.gentillyterrace.org  Please reach out to your neighbors and try to bring them to the next meeting. 

Parkway Partners

Jean Fahr, Executive Director of Parkway Partners (504-620-2228, jfahr@parkwaypartners)

Jean Fahr announced that Elysian Fields is to be the first corridor to have trees replanted.  The work would start next week.  They have contracted to have the trees planted and maintained for one year.      

Initially, the trees were to be planted down the middle of the neutral ground.  Then local residents brought to the city's attention the fact that Elysian Fields was to get a streetcar line in the future, so they moved the trees to the edge of the neutral ground.

Several other corridors will be planted as well.  Individuals can buy trees from Parkway Partners at a large discount.  The trees can be planted on private property or in the space between the sidewalk and the street.

Dillard University Community Development Corporation

Norm Whitley discussed the Dillard University Community Development Corporation.  It looks to be a good tool to bring back some areas near Dillard.  However, it is not enough.  Other CDC's are needed.  

Several troubling issues have arisen in regard to CDC's  One is the “rule” that the LRA has which states that any CDC which was not in existence at least 6 months before Katrina cannot by property from the LRA.  This “rule” must be modified in order for neighborhood CDC's to help rejuvenate their neighborhoods.

Holy Cross

The Holy Cross situation was discussed.  The Gentilly Terrace and Gardens Improvement Association supports the use of the St Frances Cabrini Church site for the new Holy Cross School .

Neighborhood Assessment – Block Captains

We have a spreadsheet of property owners in the Gentilly Terrace area.  A call for volunteers was made to help gather contact info of the owners and to determine the condition of the various properties in the area.  Several people came forward.  Dan Falk will coordinate the effort.

We will not share this info with any other group.  This will allay any fears about privacy issues. 

GT&G representation document

Norm mentioned that a letter has been drafted which declares that Gentilly Terrace and Gardens Improvement Association is the official representative body of the Gentilly Terrace area.  The letter will be sent to all local government representatives.  

Gentilly Terrace School

Norm mentioned that Jeanne-Marie Jean from Lower Gentilly had taken the initiative to tour the Gentilly Terrace School with people with from the National Historic Trust.  They had inferred that the school had significant historical value and should be restored to its original state.  This would mean that any future plans for GTS would have to be compatible with the restoration process of the school.  Norm would get more information for the next meeting.

Garbage Can Selection Process

 Norm discussed the new garbage can selection process.   The process is on-line and there is a feed-back form when the applicant has been successful in requesting a trash can.  (Some in attendance did not concur.)

Historic Building Grants

Information regarding Historic Building Grants was discussed.  Several key points were that the property must be historic and the repairs cannot be made before getting the grant.  The deadline for applying for a grant is December 15th.

Historic Designations for Edgewood Park and Lower Gentilly

Norm related that Edgewood Park was now also a historic neighborhood and suggested that our two neighborhood should work together to pursue common goals.  Norm will be a point of contact for Edgewood Park in trying to develop this joint effort.

UNOP

The next District 6 meeting for the Unified New Orleans Plan is this Saturday at 9:30-11:00 at the Lindy Boggs Center.

Meeting Times

Norm proposed that the start time for the general meetings be pushed back to 7 pm.  No one objected.
